Prof. Frederick Odo Eze will deliver the landmark 60th Inaugural Lecture of the Enugu State University of Science and Technology (ESUT) next month, confronting Nigeria’s deeply entrenched local government governance crisis.
Scheduled for Thursday, 15th October 2026, at the Dr. Peter Ndubuisi Mbah Multi-purpose Auditorium at the ESUCVEGTF`1T Main Campus in Ebeano City, Enugu, the highly anticipated event marks exactly 20 years since his elevation to the rank of professor.

Moving beyond legal battles to look at internal financial accountability is the core message of the upcoming 60th Inaugural Lecture featuring a prominent academic and Director of the ESUT Business School, Prof. Frederick Eze.
Speaking to ESUT Monitor ahead of the historic academic event, the Professor of Public Administration explained that his lecture, titled “BEYOND THE AUTONOMY QUESTION: Local Government Resource Allocation and Utilization in Nigeria: Changing the Narrative,” aims to completely shift how the nation views local governance.
For years, national discourse has focused heavily on liberating Nigeria’s 774 local government areas (LGAs) from the financial stranglehold of state governors. Despite the landmark 2024 Supreme Court ruling granting absolute financial autonomy and ordering direct federation allocations to local councils, many states continue to delay implementation or seek administrative loopholes.
However, Prof. Eze believes that legal autonomy is only half the battle. According to him, the primary driver of rural poverty is no longer just state interference, but how council chairmen manage the billions of naira flowing into their care.
“Securing independence from the State Joint Local Government Accounts is a significant legal victory,” Eze remarked during a pre-event brief. “But autonomy becomes a meaningless decoration if local leadership fails to align internal resource allocation with the direct needs of grassroots communities. We must change the narrative from simply demanding money to evaluating how it is utilized.”

A major highlight of the lecture will address the gross imbalance in grassroots resource allocation. Historically, Nigerian local governments collect hundreds of millions of naira monthly from federal allocations, yet basic infrastructure in rural areas remain severely depleted.
Prof. Eze’s presentation is expected to provide a data-driven critique of local council budgeting structures. He noted that “when council revenues are spent excessively on political overheads and administrative luxuries rather than primary healthcare, rural roads, public schools, and community security, the system fails the very people it was built to protect.”
The academic don intends to use the platform to urge a heavy dose of citizen oversight. He emphasized that if local governments are truly to function as a sovereign third tier of government, the local populace must show the same level of scrutiny to their LGA chairmen as they do to governors and the President.
“We need structural reforms in budgeting, absolute transparency in revenue generation, and aggressive citizen participation,” Eze added.
An inaugural lecture represents the ultimate distillation of a scholar’s lifelong research and teaching endeavors. For Prof. Eze, a distinguished Professor of Public Administration and the Director of the ESUT Business School, this 20-year milestone arrives at the perfect time.
Addressing the timing of the presentation, Prof. Eze noted that life is entirely about timing, adding that he spent the previous years actively chasing other vital dreams—including a transformative six-year stewardship that reshaped the business school into a premier academic hub.
The 60th Inaugural Lecture follows the university’s 59th lecture delivered in August 2026 by Prof. Emeka Nzeh. University officials, state administrators, local government stakeholders, and the general public are expected to gather at the ESUT main campus to witness this pivotal contribution to Nigeria’s public administration landscape
